Yvonne Webb

Yvonne Marie Webb is a retired financial executive with over 40 years of experience in accounting and financial compliance/governance issues. In 2018 she retired from Kaiser Permanente in her role as Vice President Human Resources Compliance and Enterprise Risk Management and served as Committee Chair for Kaisers’ multibillion-dollar pension and benefits plan committee. She has a reputation for accepting enterprise-wide challenging assignments and being a collaborator for leading change for resolution of complex issues. This is also reflected in her dedication to community service with her contributions and engagement on the San Mateo County Commission on the Status of Women, the Board of Directors San Mateo County Center Domestic Violence Prevention, and the San Mateo County Domestic Violence Task Force. Yvonne received a Bachelor of Science in accounting at Bowling Green State University, her MBA from the University of Michigan, followed by successfully becoming a CPA.

Jacqueline Pelka, Secretary

Jacqueline Pelka is the Diagnostic Imaging Manager at San Mateo Medical Center. As a resident of San Mateo County since childhood, I have always wanted to serve my community in some sort of capacity. I was offered a student internship in high school and have worked in different positions over the course of 20 years for San Mateo County. My most recent as the manager of the diagnostic imaging department. It brings me joy to be able to work and serve a patient population that is the most vulnerable in our community. I have volunteered for the San Mateo County Health Foundation the last few years and have seen firsthand how the Foundation has provided funding for programs and equipment for San Mateo Medical Center. San Mateo Medical Center provides care for the underserved local population. This population deserves to have access to programs and preventative healthcare services to improve their quality of life. I have a passion to serve the underserved, most vulnerable population and lessen the disparities we continue to see in our community.

Chester J. Kunnappilly, MD CEO of SMMC

Chester J. Kunnappilly, MD, is the chief executive officer of San Mateo Medical Center, the division of San Mateo County Health that oversees the public hospital and clinics serving the county. In addition to his administrative duties, Dr. Kunnappilly also serves San Mateo Medical Center as one of its primary care physicians. Dr. Kunnappilly joined San Mateo Medical Center in 2002 as medical director of two of its outpatient clinics. He was named chief quality officer in 2007 and became chief medical officer in 2009. He has served as CEO since April of 2016. Prior to joining SMMC, Dr. Kunnappilly worked for Kaiser Permanente. He also served two and a half years with the United States Indian Health Service, the principal health care provider and health advocate for the federally recognized Native American tribes and Alaska Native people. Dr. Kunnappilly received his undergraduate education at Dartmouth College and earned his medical degree from the University of Pennsylvania School of Medicine. He completed a residency in internal medicine at the Hospital of the University of Pennsylvania. He is also a graduate of the California Health Care Foundation’s Health Care Leadership Program and the National Association of Public Hospitals Medical Leadership Program. He sits on the boards of the California Health Care Safety Net Institute (SNI) and the California Association of Public Hospitals (CAPH). Dr. Kunnappilly met his wife, a Bay Area native, while they were both serving with the US Indian Health Service. They and their two children enjoy outdoor activities, including camping, hiking, and fishing.

Ann Marie Silvestri, DDS, MPA

Ann Marie Silvestri retired in March 2020 as the Dental Program Manager at San Mateo Medical Center, a position she held since April 2004. She graduated from University of the Pacific, Arthur A. Dugoni, School of Dentistry (Pacific) in 1975, being 1of 3 women in a class of 130 students. In 1999, she received an MPA in Health Services Administration from Notre Dame de Namur University. Dr. Silvestri has been affiliated with San Mateo Medical Center, formerly called Chope, as a clinical dentist, since 1979. She owned a private practice in San Francisco from June 1979 until June 2008. Dr. Silvestri is adjunct faculty at both Pacific and University of California, San Francisco (UCSF) Dental Schools. The emphasis of her dental career has been working with the under or non-insured dental patients in the Bay Area community. She continues this passion as a member of the SMCHF Board.

Gary D. Radine joined SJSU’s Lucas College and Graduate School of Business after 37 years in Chief Executive Officer roles with Delta Dental, a dental insurance enterprise. He built a mid-Atlantic operation from $6 million in annual revenue to $500 million, merged that entity to create a 15-state operation headquartered in California and brought that entity from $3 billion in annual revenue to $8 billion in “zero sum game” markets. With 97% renewal rates, the entity grew to cover 35 million enrollees across 25,000 purchasers plus started a new company in Mexico, covering 1 million there. He spearheaded a multi-vendor technology turnover without loss of market position. He earned his Bachelor’s degree from San José State University and his Master’s degree from CSU-Dominguez Hills.

Jamie Bruning-Miles is the President and CEO of the YMCA of San Francisco, one of the largest community-based organizations in the Bay Area, serving in Marin, San Francisco, and San Mateo counties in over 120 locations.


With more than 30 years in the YMCA Movement, Jamie progressively expanded his career and welcomed increasingly complex roles and opportunities to provide leadership on National Initiatives. Under his leadership, the Y has become a leader in community well-being, youth achievement, and provides services to ensure economic mobility for all.

Due to Jamie’s leadership, now one in every four members receives financial subsidy to access services at the YMCA of San Francisco, and the organization serves over 14,000 youth every day. Jamie also co-created comprehensive LGBTQ+ inclusion and equity strategies that reached more than 1 million people in more than 19 states.

Jamie is a proud veteran of the U.S. Navy and Army Reserve and received his Bachelor of Science from the University of Central Florida and a Master’s degree from Springfield College.

Justin Berger - Board Member

Justin Berger

Justin T. Berger is an attorney at Cotchett, Pitre & McCarthy, LLP, where he handles high-profile cases of corporate fraud, including representing whistleblowers in qui tam actions under the federal and California False Claims Acts, individuals who have been wrongfully terminated by their employers, and consumers who have been ripped off. Justin handles complex cases across California and around the country. Prior to law school, Justin served for two years as a United States Peace Corps Volunteer in Ecuador. Justin also served for a year as an AmeriCorps VISTA volunteer at Casa Cornelia Law Center, a non-profit immigration law firm in San Diego. In addition to his work with the SMCHF, Justin currently serves on the Board of Directors of the San Mateo County Bar Association, and Berkeley Law’s Civil Justice Research Initiative. For his mentorship of newer and aspiring attorneys in the community, Justin was recently honored with the San Mateo County Bar Association Barristers Award. Justin lives in San Mateo with his wife, who works as a Physician Assistant in the Emergency Department of the San Mateo County Medical Center, and son.

Nidhi Dash

Nidhi Dash has been an active and passionate volunteer in her community, beginning in her high school days through today, as she and her husband work to impart that spirit to their two children. Nidhi has always loved to put her time and energy towards working within the community to help serve those in need. She has been a dedicated board member on her children’s School Parent Boards across Foster City, Burlingame and Hillsborough for the last 8 years. She has held leadership roles in various areas including membership, parent campaigns, social events, and parent relations, and currently serves as Parent Group President. She has been a member of the PARCA Auxiliary for the last three years, and served on its board for the last two years in Auction/Fundraising and Development roles. PARCA is a local non profit that works to improve lives for amazing community members who live with developmental disabilities. Prior, Nidhi worked in the Technology sector at Deloitte Consulting and DirecTV, after attending UC San Diego and receiving her MBA from Santa Clara University. In her spare time, she loves to travel with friends and family, learn about and practice mindfulness, and read interesting biographies and historical fiction.

Sofia Koshevatsky

Sofia Koshevatsky, co-founder and CEO of HealthFlex Home Health and Hospice, was inspired by her mother, a nurse, to enter the medical industry. Starting HealthFlex in 2012, Sofia has grown the company to over 400 employees and received awards like the BBB Torch Award of Business Ethics and Inc 5000 Fastest Growing Companies. She is a San Francisco Business Times 40 under 40 winner and a Most Influential Woman in Bay Area Business, known for her community involvement and leadership in modernizing home health care. Outside of work, she is highly involved in the community, providing sponsorships, attending local fundraising events, and supporting organizations like the Lymphoma Foundation and the Alzheimer’s Association. In her free time, Sofia enjoys attending extra-curricular activities with her two young children and traveling with her family, balancing her passion for business with a fulfilling personal life.
